Reform of the OIML Certificate System for Measuring Instruments

Abstract

The OIML Certificate System for Measuring Instruments, first introduced in 1991, was supposed to facilitate and accelerate administrative procedures relating to type approval of measuring instruments subject to legal control. Today the OIML Certificate System comprises two schemes: one for Basic Certificates and one for MAA Certificates, both of which are voluntary. After over two decades of functioning of the OIML Certificate System it has become more and more evident that the System, due to organizational constraints, has not met all the expectations. This realization in 2013 prompted a reform of the entire system.
