Pursuant to the Act of Parliament of the 11th of May 2001, Law on Measures (The Journal of Laws 2004 no. 243, item 2441 with further amendments) the President of the Central Office of Measures is a central organ of state administration, appointed by the Prime Minister and supervised by the Minister relevant in the matters of the economy. The President of the Central Office of Measures supervises the administration of measures and hallmarking in Poland. Organizational structure of the Office is regulated by the Statute of the Central Office of Measures, passed through an order issued by the Minister of Economy of the 5th of April 2007 (The Polish Monitor No. 29, item 324 with further amendments).

Basic scope of activities of the Central Office of Measures and the principles of its establishment is described in detail in the following legal acts:

  • Act of Parliament of 10th December 2003 on Official Time on the Territory of the Republic of Poland (Journal of Laws of 2004, No. 16, item 144),
  • Act of Parliament of 29th July 2005 on System of Digital Tachographs (Journal of Laws No. 180, item 1494 with further amendments).

The Central Office of Measures is a notified body so far as conformity assessment is concerned, which the European Commission gave approval number 1440.

As a notified body, the Central Office of Measures operates on the fallowing legal bases:

  • Directive 2009/23/EC of the European Parliament and of the Council of 23 April 2009 on non-automatic weighing instruments (Codified version) (OJ L 122, 16.5.2009) repealing Directive 90/384/EEC (NAWI),
  • Directive 2004/22/EC of the European Parliament and of the Council of 31 March 2004 on measuring instruments (MID) (OJ L 135, 30.4.2004).

Within the Central Office of Measures, issues of conformity assessment lie in the scope of competence of the Bureau of Measurement Service.
